How to Obtain Aadhaar for Domestic Help?

You can assist your domestic help in obtaining an Aadhaar by helping them apply through an ‘Aadhaar introducer’, who is authorized to approve applications even if some documents are missing.

The Aadhaar card has now established itself as a reliable record in a person's life because it gives an Indian citizen a distinct identification and gathers all pertinent data in one location. Aadhaar is required to file an RTI, create a bank account, receive a subsidy, and nearly all other tasks that we can think of.

People now understand that while applying for an Aadhaar, they need to provide proof of identity and proof of address in the form of legal documents, such as a PAN card, passbook, voter ID, etc.

It is also possible for someone to apply for an Aadhaar even if they do not have the necessary paperwork. This typically involves a group of individuals who are uneducated, underprivileged, and unaware of how to apply for such documents. For instance, in India, our housekeeper, car cleaner, cook, etc. So, when the question arises if these people can apply for Aadhaar without documents, the answer is ‘YES’.

Obtaining Aadhar without Documents


The Unique Identification Authority of India (UIDAI) has provided an individual with two methods to apply for an Aadhaar without having supporting documents.

  • Through the Head of the Family (HoF)
  • Through an Introducer
It is crucial to keep in mind that both the introducer and the HoF will need to verify and confirm the identity of the individual and their address for which they are vouching and must sign their registration form.
Let’s dive deeper into how you can utilize the above-mentioned options to obtain an Aadhaar.

Through the Head of the Family (HoF)


If a family member's name appears on any entitlement document the family holds, such as a ration card, even if they do not have their own proof of identification (PoI) and proof of address (PoA), they may still be eligible to apply for an Aadhaar card. The UIDAI website states that in this instance, the HoF:

  • Must enroll themself first and should also possess valid PoI and PoA documents. Only then can the HoF add names of other family members during their enrollment process.
  • The applicant for an Aadhaar card must be accompanied by the HoF at the enrolment center.
  • The applicant must also have a document that proves their relationship with the HoF, which must include the names of both parties.
According to UIDAI, the following documents are valid as proof of relationship:

  • MNREGA Job Card
  • CGHS/State Government/ECHS/ESIC Medical card
  • Pension Card
  • Army Canteen Card
  • Birth Certificate issued by Registrar of Birth, Municipal Corporation and other notified local government bodies like Taluk, Tehsil, etc.
  • Any other central/state government issued family entitlement document.
  • Marriage Certificate issued by the government.

Through an Introducer


Another method to apply for an Aadhaar card if an individual does not have their own PoI and PoA documents is via an Introducer. This is a person who is authorized by the Registrar to introduce residents who do not have PoI/PoA documents.

The introducer must already have an Aadhaar number and must be present in person at the Aadhaar enrollment center for introducer-based enrolments.

Who is an Aadhaar Introducer?


An Aadhaar introducer is an individual who has been identified and notified by the UIDAI registrar or regional office. The basic information of an introducer such as Aadhaar data and residential address are all recorded in UIDAI’s CIDR (Central Identities Data Repository).

The introducer is duty bound to introduce a person who does not have valid documents to UIDAI at an official Aadhaar enrolment center.

  • An Aadhaar introducer works under a registrar.
  • The role of the introducer is limited to a specific region for which they are appointed by the registrar.
  • A registrar may appoint the same introducer to introduce applicants who do not have valid documents in other approved regions.

Who can be an Aadhaar Introducer?


The following requirements need to be fulfilled for a person to be an Aadhaar introducer.

  • Must be at least 18 years old.
  • Individual’s personal information must be registered with UIDAI.
  • A person who desires to be an Aadhaar introducer must not have any criminal record.
  • They could be a registrar’s employee, a postman, an elected local body member, a member of a local administrative body, an influencer such as a teacher, a health worker or a doctor, an ASHA/Aanganwadi worker, a representative of a local NGO, etc.

Responsibilities of Aadhaar Introducer


The first and foremost responsibility of an Aadhaar introducer is to help applicants in applying for an Aadhaar card without the use of any document. Therefore, before taking up the role as an Aadhaar Introducer, the person should acquire a detailed knowledge of the whole procedure.

Some key pointers that an Aadhaar Introducer should be aware of are as follows:

  • The Registrar’s workshop in association with UIDAI must be attended by an Aadhaar Introducer.
  • The Introducer must give a written consent in the prescribed format declaring that they are willing to be an Aadhaar Introducer and will abide by all UIDAI procedures.
  • The Aadhaar Introducers must have their own Aadhaar number.
  • The Aadhaar Introducer must ensure that their mobile number is rightly mentioned at the Aadhaar enrolment center.
  • The Introducer should be available to the Aadhaar applicant during working hours at the Aadhaar enrolment center.
  • If the details given by an applicant are incorrect, the Introducer is granted the authority to reject or approve the application.
  • Aadhaar Introducers cannot demand any fees for introducing an applicant.
  • Only applicants who do not possess the necessary documents can be introduced by an Introducer.

Applying for Aadhaar without any Documents


An Aadhaar applicant with the assistance of an Aadhaar Introducer can apply for an Aadhaar card without any documentation. The provided instructions must be followed to apply for an Aadhaar card.

  • Visit the nearby recognized Aadhaar enrolment center.
  • Fill out all the details on the Aadhaar enrolment form.
  • Get the form verified by an Aadhaar Introducer to authenticate.
  • Once approved by the Aadhaar Introducer, submit the form to the Aadhaar executive.
  • Provide the biometric data and fee (if applicable).
  • Collect the acknowledgement slip.
  • The Aadhaar card will be sent via post to the given residential address within 90 working days of Aadhaar enrollment.

Aadhar Verification of Domestic Help


Before being made available to the general public, the UIDAI only permitted banks and government entities to leverage the tool to check someone’s Aadhaar.

However, now, anybody can do so by adhering to the following steps:

1.    Visit the official UIDAI website: www.uidai.gov.in

2.    Select Aadhar Services under ‘My Aadhar’.

3.    Select ‘Aadhar Verification’ and you will be directed to a new verification stage.

4.    Fill out the necessary details & Aadhaar Number. Proceed to Verify.

5.    If the Aadhaar number submitted by you is genuine, the status of the number will be displayed and be declared as ‘operational’. However, if the number is incorrect, you will receive a notification informing you of the same.

When using an Introducer's services, it's important to keep in mind that you should only do so if you need to obtain an Aadhar and lack the necessary documentation to prove your identity or residence. If you have all the necessary documents on hand, you cannot utilize this facility.
